Shamilah Grimwood-Norley is Head of Bowmans’ Banking and Finance Department. She specialises in project development and project financing across the infrastructure spectrum including power generation, transportation (road and rail) and logistics, head office accommodation and social development infrastructure. Shamilah undertakes government, developer/ sponsor and lender-side work and has notable experience in public private partnerships (PPP) and independent power producer (IPP) projects. Shamilah’s transaction experience spans South Africa, Mozambique, Namibia, Rwanda, Tanzania, Kenya, Uganda and Botswana. At her previous firm she co-drafted the first issue of the “Standardised PPP Provisions for the South African National Treasury”, which remains the principal practice guide on PPPs for departments, institutions and other entities in the National and Provincial Governments of South Africa. Her expertise has been recognised by various directories including: Best Lawyers , Chambers Global, Legal 500 and Who’s Who.
Most recently, Shamilah was the senior lead advisor representing the concessionaire and borrower on the Zimbabwean Beitbridge Border Post Modernisation Project. She led the Bowmans team since early 2018 from the initial concession award by the Government of the Republic of Zimbabwe through to financial close in December 2020. This project is the first border post PPP to have been financed on a limited recourse basis in Sub-Saharan Africa (the senior debt funders included Afrexim Bank, The Emerging Africa Infrastructure Fund and four of the largest South African commercial banks).
